Fiji’s Parliament has passed the Education Bill 2025, introducing sweeping changes to the country’s education system and replacing the Education Act of 1966 after nearly six decades.
The new legislation establishes an updated legal framework that strengthens the right to education for all Fijians, covering every stage of learning from Early Childhood Education to primary, secondary, Technical and Vocational Education and Training (TVET), and higher education.
Among the major changes is the creation of an Education Advisory Council, which will provide policy guidance and give stakeholders a greater role in shaping the direction of the education sector.
The law also establishes a National Curriculum and Assessment Authority tasked with overseeing curriculum design, assessment standards, and educational research to ensure students develop skills suited to modern demands and future employment opportunities.
For teachers, the Fiji Teachers Registration Authority will take on broader responsibilities aimed at improving professional standards, ethics, and ongoing development within the profession.
The Bill also introduces stronger support for students with disabilities and diverse learning needs through expanded special and inclusive education provisions.
Student welfare is another key focus, with greater attention being placed on counselling services, child protection, and maintaining safe learning environments in schools.
Schools and educational institutions will also face stricter requirements relating to governance, accountability, financial oversight, and transparency.
The reforms are designed to align Fiji’s education system with national development goals and international commitments, including Sustainable Development Goal 4 on Quality Education.
The Ministry of Education is now expected to begin implementing the reforms through public awareness campaigns, regulatory development, institutional strengthening, and consultations with education stakeholders to support the transition.
In essence, the Education Bill 2025 aims to build a more inclusive, modern, and future-ready education system that better equips students for further studies, employment, and life in an evolving global environment.
