FICAC Closes Complaint Assessment

The Fiji Independent Commission Against Corruption (FICAC) has ended its preliminary assessment into a complaint involving Acting Director of Public Prosecutions Nancy Tikoisuva, Deputy Director of Public Prosecutions John Rabuku and Chief Justice Salesi Temo.

According to FICAC, the assessment was carried out to determine whether the information submitted provided enough evidence to justify launching a formal corruption investigation under its legal mandate.

During the review, the Commission confirmed that the Office of the Director of Public Prosecutions holds a signed legal opinion prepared by Ian Lloyd KC. However, FICAC said its verification was limited to confirming the document’s existence and it will not comment on or disclose its contents.

After reviewing the available material, FICAC concluded there was insufficient evidence to proceed with a formal corruption investigation against any of the individuals named in the complaint.

The Commission has since closed the complaint file, stressing that the decision relates only to its criminal corruption jurisdiction. It said the outcome does not address the complainant’s wider allegations, motives or visa status, and should not be interpreted as a ruling on matters beyond FICAC’s mandate.

FICAC also confirmed it will not make any further comment on the complaint or the legal opinion.
